A long time ago Sailor Galaxia had sealed the entity known as Chaos within her body. Eventually she started being taken over by Chaos itself forcing her to give up her light of hope so that the galaxy might be saved. Chaos eventually fully took over Galaxia's body and the golden soldier's form changed into being black-clad with red hair. It's possible this was some sort of manifistiation of Chaos itself.
Sailor Moon was able to free Galaxia from Chaos and it was forced to leave her body and return to its rightful home -- inside everyone's hearts.

Chaos used Galaxia's powers to fight Sailor Moon. It may have had it's own abilities, after all it caused 'chaos' across the galaxy, but what they are is unknown.
